The fancard will be obligatory for tickets sold within three hours before the match. With one -for now theoretical- exception for children younger than 16, who are mentioned on the card of the parent or guardian.

But this will be only possible after two years when the next generation of fancards makes this possible. For now the child has to buy the ticket.
The clubs can decide to sell a maximum of 4 tickets at non-risk matches when the identity of all involved is known. One fancard holder with the ID cards of the others will then be sufficient.
Also for the purchase of a season ticket a fancard will be obligatory at all clubs. The aim is to stimulate the presales and to avoid the rush on a matchday, which can lead to agition.
In the future, checking the fancard will also be done completely electronically. The new regulation already takes effect this weekend, since the Royal Decree appears in Het Staatsblad* today.
* Staatsblad = National newspaper, in which the new laws are placed. It's distributed for free amongst the Belgian citizens.
