OTHER With the start of the new season approaching, the arbitration department has presented the new guidelines. One important change concerns the stricter enforcement of the time that goalkeepers have to play the ball. Another notable change is the elimination of so-called "cheap penalties." Minor fouls no longer automatically result in a penalty, even after VAR intervention.
This change emphasizes the importance of common sense over rigid application of the rules.
A new rule is in effect for goalkeepers: they now have eight seconds to resume play as soon as they have the ball in their hands. Failure to comply with this rule results in a corner kick for the opposing team. After three times, a yellow card will follow.
In terms of communication and behavior, mutual respect is emphasized. Referees should communicate clearly and respectfully. Captains are the only ones allowed to communicate with refs. Coaches should no longer be required to wear a red armband. Disrespect may result in a yellow card.
Finally, the arbitration department aims for 92% accuracy in on-field decisions and 98% with VAR. 100% is considered unrealistic. Significant investments have also been made in technology, including a new offside technology worth 15 million euros. The refs also may no longer act as referee and VAR in the same weekend.
